So implacable and self-sustaining are these bureaucratic structures that they’ve become a major danger to democracy itself. Organizations such as the Central Intelligence Agency and the National Security Agency have their own priorities, their own goals, their own rules and their own veteran hierarchies that are only just barely accountable to the president or in many cases, even to Congress.
